Quality Contractor Network The Quality Contractor Network (QCN) is a list of local weatherization contractors and HVAC installers that qualify for membership by fulfilling all the necessary requirements. The list is provided by local power companies to participants in TVA's residential programs. These programs are In-Home Energy Evaluation (IHEE) and Heat Pump. The QCN contractors are committed to the design, installation, servicing and promotion of quality energy efficiency equipment for residential customers throughout the Tennessee Valley.
